In this article, Professor Hero examines the weaknesses in the present state of the urban service delivery literature. These weaknesses, he says, concern the research focus, methodology, findings and their interpretations. The literature tends to present a new form of pluralism that has some of the same tendencies that characterized the "old" pluralism. It is also resurrecting the old dichotomy between politics and administration.
