The scientific article examines the regulatory and legal principles of combating bullying at work. A comparative description of the methods of combating mobbing and domestic violence was carried out. The experience of combating bullying in other countries of the world is considered. It has been proven that psychological violence at work is a serious problem, which in its danger and social significance is not inferior to domestic violence, that is why it is necessary to implement the following changes and additions to the legislation of Ukraine aimed at combating it: 1) to grant the official status of "mobber" to persons who committed mobbing, and enter them into the public register of mobers. This would allow employers to screen job candidates for involvement in psychological abuse. Also, this measure would have a preventive effect, as the mober would refrain from committing harassment, realizing that it would spoil his business reputation and could harm his career; 2) oblige persons who systematically committed mobbing to undergo re-education programs without fail; 3) introduce criminal liability for committing systematic harassment at work, in case of committing 3 or more times during the year; 4) expand Article 173-5 (Mobbing) of the Code of Criminal Procedure with an additional administrative penalty, namely administrative arrest for a period of up to 7 days in accordance with the first part of the article and for a period of up to 15 days in accordance with the second part; 5) to authorize a separate service in the Department of the State Service on Labor Issues to combat mobbing exclusively, following the example of how the service to combat domestic violence in the National Police functions; 6) develop and adopt a separate law on preventing and countering psychological violence at work; 7) conduct active preventive work by involving mass media, radio, web resources aimed at countering bullying at work. The implementation of the above-mentioned proposals into the current legislation would make Ukraine a leader in the fight against mobbing in Europe and the world, and would provide employees with protection from arbitrariness during work activities, and would have a positive effect on the formation of corporate culture in the work environment.
