Navigating the Cyber Landscape: A Framework for Transitioning from Business Continuity to Digital Resilience

This conceptual research paper highlights the need for organizations to evolve beyond traditional business continuity and cybersecurity approaches in the face of escalating digital threats. The BCI Cyber Resilience Report reported that 75% to 80% of organizations experienced cyberattacks in 2023, and the existing strategies are insufficient. This paper proposes a comprehensive framework for navigating the complex landscape of cyber threats, focusing on digital resilience as a strategic imperative. Digital resilience is an organization's capacity to withstand, recover from, adapt to, and thrive amidst cyber threats. It extends beyond reactive measures and incorporates a proactive "sense, resist, and react" model. This digital resilience framework integrates threat intelligence, advanced cybersecurity measures, and real-time response mechanisms to enable organizations to proactively detect emerging threats, resist cyber-attacks, and respond swiftly to incidents, ensuring a smooth return to normal operations. Nevertheless, transitioning from basic business continuity and cyber resilience to robust digital resilience involves a paradigm shift, including cultural change, risk-based strategies, integration of emerging technologies, continuous learning, and collaboration. Finally, while this research sheds light on the transformative journey toward digital resilience, certain limitations merit consideration, such as generalizability and the need for empirical data or case studies considering the different organizational characteristics and the dynamic nature of cyber threats.
