This article discusses the features of project management for sustainable development of territories, taking into account the resource potential. The research topic is relevant because the resource potential of the Russian Federation ensures the strategic development and stability of the development of territories in the international arena. The purpose of the study is to study the functioning of project management for sustainable development of territories, taking into account the resource potential, namely, the construction of a socially adapted society with the allocation of public funds. Proactive budgeting as one of the types of financial institutions in the modern world is gaining relevance, as it allows the population to independently propose economically developed projects to improve people's livelihoods.
