To substantiate the relevance of the problem of institutional evolution of national procurement systems, a literature review of scientific publications selected using the PRISMA method was compiled. On the basis of historical and genetic analysis the features of institutional evolution of procurement systems of a number of states, including: USA, the federal contract procurement system of which is considered to be the prototype of the development of public procurement system in Russia since 2013; Germany, the public procurement system of which a number of authors recognize as the most developed in the European Union; China, the public procurement system of which due to the peculiarities of political and economic development began to be formed only in the 1990s, although the market transformation of the economy began in 1978; South Korea is currently considered to be an example of building the most effective system of centralized procurement In the process of comparative analysis the authors have carried out a stage-by-stage analysis of the process of institutional evolution of public procurement in Russia, starting from the 17th century and ending with the modern stage of digital transformation of the contractual procurement system in the conditions of scalable sanctions of unfriendly states. Regularities and problem areas are identified, the continuity of development is analyzed, anti-sanctions innovations within the framework of deepening digitalization of procurement procedures are characterized. The advantages and disadvantages of the digitalization of the contractual procurement system in Russia are highlighted, strategic directions for the development of digital tools in the context of the introduction of domestic technological innovations are substantiated.
