Introduction: the article demonstrates the necessity of revising approaches to education and upbringing in the context of Russia's geopolitical transformation, both internal and external. Materials and Methods: regulatory acts, including the Constitution of the Russian Federation, scientific sources were the material basis for the study; the author used universal and specific legal methods such as comparative law method. Results: the author considers political and legal formation of national priorities in upbringing and education considering economic and social development of the country. Discussion and Conclusions: nowadays Russia rethinks moral and patriotic education for future generations in view of the challenges and threats that the country experienced in recent years. Since 1990, gained experience of liberal reform in upbringing and education caused the need to transform the ideological basis of this strategically vital line in the domestic policy defining areas of national security.
