Purpose. The policy of the Russian state to preserve and change traditional Russian spiritual and moral values is general, but at the forefront it should be a consequence of the authorities, and, of course, the conductors of this concept are formational organizations, including departmental ones. The interests of the state, acting in the form of creating fundamental constants of such a policy and corresponding principles, indicate that the course towards the superiority of such values through improving the quality of educational services and expanding their spiritual and moral capabilities are among the priority tasks, where it is possible to successfully combine not only private, but also public interests. Methodology: the subject and object of the study predetermined its necessary methodological basis. The result of the research was achieved through the use of a wide range of general scientific methods, formal legal, comparative legal and a number of others. Separately, we would like to note the method of abstraction, which allowed us to focus on the specifics of implementing the foundations of state policy for the preservation and strengthening of traditional spiritual and moral values within one department — the Investigative Committee of the Russian Federation. Conclusions. Russian society has a positive attitude towards patriotism. The system of targeted educational and educational activities copes well with the transmission of traditional values from generation to generation, which is proved by the educational policy in a single department. Scientific and practical significance. The conducted research allows us to consider the theory and practice of systematic instillation of patriotism and citizenship in educational activities.
