Currently, the global and, in particular, the Russian economy is undergoing a period of changes due to the unstable political situation. During this period, a large number of efforts at the state level are being made to ensure the autonomy of the economy, reduce its dependence on external factors and threats. In this regard, it is important to form a budget system in which the volume of financing will be maximum, stable and predictable, and the result of their development will be an improvement in living conditions in the country and the solution of key government tasks. Programs and projects whose implementation is aimed at solving key socio-economic problems are very popular at the global level. This approach is also typical for the construction and execution of state budgets. In the Russian Federation, in accordance with current legislation, there is a budget system built according to the program-target principle. This approach means that public funding is allocated to the implementation of specific programs, each of which is aimed at achieving predetermined goals, indicators and events with the assignment of responsible performers for each of the elements. Within the framework of this article, the program-targeted budgeting of the regions that are part of the Far Eastern Federal District is considered. Quantitative characteristics of programs and parameters of budget allocations of budgets are described, the most and least funded state programs of the regions under consideration are given, the project part of the budgets is touched upon, key problematic aspects are identified, assumptions are made about the causes of their occurrence, and recommendations are made to optimize the formation of state programs on the example of the subjects of the Russian Federation selected within the framework of this article.
