This study aims to analyze the factors affecting community participation in infrastructure development planning in Wedoroklurak Village, Candi District, Sidoarjo Regency. Data analysis techniques involve data collection, data reduction, data presentation, and drawing conclusions. The results indicate that the low level of community participation in Wedoroklurak Village's infrastructure development planning is influenced by three factors. First, leadership by the Village Head, who demonstrates serious, open, and authentic leadership, as evidenced by the village government's effective strategies and results within the community. Second, communication between the village government and the community, which is quite good, allowing for freedom of expression, solutions, and criticism during village meetings. Third, education, as the average level of human resources in Wedoroklurak Village is high school graduates, which affects their understanding of development planning.
