This study aims to examine the role of LPMD in the planning, implementation, and oversight of infrastructure development within the village. Utilizing a descriptive qualitative approach, the research employs purposive sampling to select informants based on specific criteria related to the research objectives. Data collection is conducted through observation, interviews, and documentation, focusing on qualitative data. The research adopts the interactive analysis method by Miles and Huberman (1994: 12), which includes steps such as data collection, reduction, presentation, and conclusion drawing. Findings indicate that: 1) LPMD actively participates in infrastructure development in Tengulunan Village as part of the implementation team; 2) LPMD engages in a participatory role by proposing programs based on community empowerment and organizing meetings between village officials and the village government; and 3) LPMD also plays a passive role by supervising the implementation of development projects.
