Certain Aspects of Legal Regulation of the Municipal Service in the Context of Integration of New Constituent Entities of the Russian Federation

The work is devoted to identifying theoretical, methodological, scientific and practical problems of legal regulation of municipal services in the context of the integration of new constituent entities of the Russian Federation. The features of the transition period established, among other things, to implement the full integration of the institutional structures of the Donetsk People's Republic, Lugansk People's Republic, Zaporozhye region, Kherson region into the Russian legal and administrative space, a unified system of public power enshrined in the constitutional norm, are considered. Problematic aspects of the application of legislation on municipal service, reflected in the judicial practice of various constituent entities of the Russian Federation, are formulated and classified, including issues of fundamental differentiation of the legal nature of municipal positions and municipal service positions, practical aspects of certification. The results of the study are based on the personal experience of the author, who throughout 2023 took part in the implementation of the advanced training program “Modern public management: theory and practice (linear level)” for managers representing new constituent entities of the Russian Federation on the basis of Sevastopol State University.
