Information and time become two main factors influencing the effectiveness of the enterprise’s innovation management, and diagnostics of the external environment of its activities are a source for obtaining information about innovations and competitive advantages from other participants from the market segments selected for development and expansion of the boundaries of influence. Given this, the analysis of the state of innovation activity and assessment of the level of its development on a national scale allowed obtaining an information basis for the formation and implementation of a strategy for managing innovation processes at enterprises. The research method is the diagnosis of the state of innovation activity in Ukraine and the prospects for its changes in the future to obtain relevant characteristics of the external environment in which modern enterprises should especially implement their own strategies for managing innovation processes. The research used methods of analysis, synthesis and comparison. The characteristics of the state of development of innovation activity in Ukraine were established, its negative and positive trends were identified, in particular, in certain sectors of the national economy. Sources of information were identified that can be used by enterprise managers when forming a conclusion on the state of innovation activity, planning to use its assessment as an indicator of the strategy for implementing the external environment of managing innovation processes at their own enterprise. The analysis of the state of innovation activity in Ukraine showed that domestic business entities should better apply moderate strategies for their development, work out opportunities to start cooperation with scientific institutions or outsource the direction of scientific research and development, and also search for sources of financing for innovation costs using opportunities to attract resources from external and internal investors.
