The article considers the current problem of arranging protective structures in educational institutions in conditions of constant threat of emergencies. Attention is drawn to the requirements of spatial planning solutions taking into account modern challenges and needs for a safe and comfortable educational environment. An analysis of the typology of educational institutions was carried out and approaches to planning shelters were substantiated, taking into account the age characteristics of children, as well as the requirements of inclusiveness, sanitation and hygiene. The norms of spatial planning solutions analyzed in the article for the design of shelters of each type of educational institution emphasize the need for multifunctionality and the use of shelters in peacetime as an additional component of the educational infrastructure. The results obtained can be used for further scientific research of spatial planning solutions for educational institutions and civil security. The study is based on the relevance of providing educational institutions with protective structures in conditions of growing threats of emergencies. Attention is paid to the differences between shelters, anti-radiation shelters and dual-purpose structures, the latter of which are most appropriate for use in everyday life of educational institutions. The need to comply with modern norms for inclusiveness, functional organization of space is substantiated and the importance of adapting shelters to the needs of low-mobility population groups is emphasized, and the requirements for the size of main and auxiliary premises are analyzed.
