The human resources management system combines both the art of human resource management, which requires a creative and innovative approach, and the science, which is understood as accuracy and which requires the rigorous application of the necessary scientific theories. In this article, the authors consider that in the current circumstances there is an introduction of strategic personnel management, which is analyzed as a sufficiently established method of managing the most valuable resource of all enterprises – people. Strategic management is studied in the context of personnel management. It is considered that as a result of modern changes in the external environment and in the enterprise, the approach to personnel management is changing. The authors in this study identified three stages of changes in human resource management: the effective stage, the tactical or managerial stage, the strategic phase and the quasi-linear one. Modern approaches to personnel management are highlighted. The concept of strategic personnel management is defined. The purpose of strategic personnel management is considered. The importance of the strategic purpose of personnel management originates from the assumptions of the concept of team management. The authors show that this study identifies the conditions for strategic human resource management, which is based on the perceived benefits of having a coherent and understandable basis for developing a long-term approach to people management. This analysis examines the scheme of strategic human resource management at an enterprise. The authors have identified factors that hinder the long-term functioning of an enterprise, which may vary in exceptional circumstances. They are related to danger, lack of awareness, and the attitude of individual employees and managers. The authors of this article have investigated that among the approaches to personnel management, the economic approach is distinguished; the natural approach; the main principle of education arises from the concept of human management and from the notion of the enterprise as a cultural phenomenon.
