The content of the concept of «global civil society» is specified as a set of civil institutions, organizations, and processes operating at the supranational level and aimed at solving global problems and influencing international decisions. The possible relationships between the roles and functions of global civil society and its local dimensions and national government structures are analyzed. The factors that catalyze the transformation of global civil society in modern conditions are argued. These include the rise of authoritarianism and restrictions on human rights and freedoms, polarization of society and information wars, global conflicts and humanitarian crises, climate change and environmental disasters, technological challenges and digital inequality, migration crises and human rights, economic inequality, and the consequences of globalization. The author emphasizes hybrid threats, which, in the context of the Russian-Ukrainian war, have truly taken on a global character and trans-spatial spread. Assessing Ukraine’s role in shaping global civil society, unique initiatives and their impact on global processes were noted, in particular regarding the level of civic mobilization, democratic example of governance and self-government, protection of international law and security, combating disinformation, and Ukraine’s progress towards European integration, which prioritizes systemic changes and reforms even in times of war. It is proposed to consider the principle of solidarity as a generally accepted and, at the same time, driving dogma integrated into the process of the evolution of global civil society. It is proven that in the last decade, its meaning has changed from declarative to proactive. As a relevant direction for further scientific research, the need to find incentives for consolidating fragmented local communities as an important factor in the ability of global civil society to respond promptly and effectively to the risks and challenges of a changing world is substantiated.
