The relevance of the article is due to the transformation of the modern healthcare system, including the introduction of digital technologies, the growth of legal literacy of patients and increased medical and legal risks, which requires rethinking the role of deontological competence of a doctor. In modern conditions, it ceases to be just a set of moral prescriptions, becoming a system-forming factor in clinical practice, integrating cognitive, operational and personal components. The purpose of the work was to analyze the key determinants of the formation of deontological competence, including educational, personal and organizational factors, and to develop an integrated approach to its development in modern medical practice. The research uses methods of theoretical analysis of scientific literature, systematization of empirical research data, as well as an interdisciplinary approach combining clinical psychology, medical ethics and pedagogy. The results of the study demonstrate the complex nature of the formation of deontological competence, requiring synchronous, integrated development of educational, personal and organizational aspects. The theoretical analysis made it possible to substantiate the need to transform medical education through the introduction of interactive teaching methods, including clinical reviews and situational trainings, which helps future specialists not only to internalize ethical standards, but also to develop skills in their practical application. Of particular importance is the development of key personal characteristics of doctors - empathy, the ability to work in conditions of uncertainty and moral sensitivity, which form the psychological basis of professional behavior. The importance of a comprehensive interdisciplinary approach to the formation of deontological competence, combining the efforts of educators, clinicians and healthcare organizers, is substantiated. The uniqueness of this work lies in the integration of modern challenges of digital medicine with traditional aspects of medical ethics, as well as in the proposal of specific strategies to overcome the identified barriers. Promising areas of further research include the development of valid tools for assessing deontological competence and studying its dynamics at different stages of doctors' professional development.
