The article analyzes the factors determining the level of commercialization of intellectual property rights (IPR) in the constituent entities of the Russian Federation by the end of 2023. Based on official statistics from Rosstat, EMISS and our own calculations, a panel econometric model was built that assesses the contribution of R recommendations were proposed for improving technology transfer institutions and stimulating demand for IPR from businesses.
