The analysis identifies factors affecting intellectual property rights commercialization, highlighting economic growth implications.
The article analyzes the factors determining the level of commercialization of intellectual property rights (IPR) in the constituent entities of the Russian Federation by the end of 2023. Based on official statistics from Rosstat, EMISS and our own calculations, a panel econometric model was built that assesses the contribution of R&D costs, patent activity and innovation infrastructure to the dynamics of the gross regional product (GRP). It was found that the most significant driver of economic growth is the number of patents issued for computer programs, which reflects the transition to a data economy and digital services. Regional clusters by commercialization intensity were identified; recommendations were proposed for improving technology transfer institutions and stimulating demand for IPR from businesses.
