The digitalization of the education system is considered a factor influencing the quality of educational services and the development of human capital through the renewal of curricula and learning technologies, improved accessibility of education, and enhanced manageability of educational processes. The purpose of this article is to demonstrate the mechanisms through which digital solutions (learning platforms, learning analytics, digital communication, and personalization) can improve learning outcomes and create conditions for the accumulation of human capital, as well as to identify the constraints that reduce these effects. The study systematizes the key impacts of digitalization (quality of learning, accessibility, transparency of assessment, reduction of transaction costs, and development of digital competencies) and proposes measurable indicators for evaluating results at both the educational organization level and the system level. Particular attention is paid to risks (digital inequality, overload of stakeholders, data quality issues, and security challenges) that require targeted managerial responses. The practical significance of the article lies in formulating recommendations for implementing digital tools as a means of improving the quality of educational services and strengthening human capital.
