Analysis shows system-program methodology enhances economic efficiency in oil and gas companies, suggesting a necessary shift from traditional structures.
The article describes a modern approach to the formation of the structure of oil and gas companies for the purpose of maximizing economic efficiency. The study of approaches to the formation of the structure of oil and gas companies shows that traditional linear-functional and divisional structures limit the economic efficiency of companies, although these structures are the most common in the domestic oil and gas industry. Similar structures dominated the largest foreign oil and gas companies until the early 2000s. During this period, two factors simultaneously emerged in the global oil and gas industry. The first factor was the increasing complexity and cost of large, mainly offshore, oil and gas projects. The second factor was a prolonged period of low world oil prices. Against this background, the traditional structures of oil and gas companies have exhausted their potential for economic efficiency. Fundamentally new approaches were required to overcome the existing problems. A systematic approach to managing the structural and technological development of companies was developed and implemented based on the study and generalization of the best world practices. The approach includes, firstly, the formation of a matrix economic structure of the oil and gas industry with an optimal distribution of production system components between oil and gas companies and their contractors. Secondly, a system-program methodology for managing the structural and technological development of oil and gas companies. The annual optimization of their structure by the world’s largest oil and gas companies has become a common practice, which has ensured high economic efficiency indicators in modern conditions. The approaches implemented in the world’s leading oil and gas companies can be applied in domestic practice.
