A theoretical analysis of the concept of "municipal services" from the standpoint of institutional theory is proposed, the points of view existing in the scientific literature are considered, including general economic theory, the theory of public benefit, the theory of the "service state", approaches from the perspective of the share of market elements and regulatory bias, various types of classification of municipal services, and the increasingly popular definition of municipal services from the point of view of their deep transformation based on the introduction of information and communication technologies, which fundamentally changes the substantive characteristics of municipal services as public goods, as a result of which the advantages of the institutionally based research direction of municipal services, which considers municipal services as an integrated set of relations between subjects and objects under the influence of economic, sociological, political, moral and ethical factors and proposes its own definition of municipal services as an institutional phenomenon.
