The article considers the issues of changing the model of higher education in the Russian Federation, as well as the dynamics of its development. The need for the formation of a new educational concept in the area under study is due to the timely solution of current major challenges. Also, a new model of higher education in the Russian Federation is empirically identified. The scientific novelty of the work consists in the formation of professional competencies in students through the implementation of a methodological approach for the educational program of higher education. The practical significance of the article consists in the development of a matrix of a new model of higher education in the Russian Federation.
