This article reviewed and analyzed assesses the development of legal status, organizational frameworks, and interagency mechanisms by which the Soviet militia engaged with juveniles between 1917 and 1977. We demonstrate that the combination of punitive and rehabilitative measures, followed by formalized cooperation among law enforcement, education, and health authorities, produced a measurable decline in repeat serious offences by minors and underpinned the modern prevention system codified in Federal Law from 24.06.1999 No. 120 «On the fundamentals of the system for preventing child neglect and delinquency». The practical significance lies in identifying enduring elements of the Soviet model that may inform current juvenile justice policies and optimize interagency prevention strategies.
