Abstract Since the publication of P. L. Buttrick's discussion of public regulation of privately owned forests in the March issue of the Journal of Forestry, interest in this subject has been stimulated by the report of the Joint Congressional Committee on Forestry (House Report 323, Sen. Doc. No. 32, 77th Congress, 1st Session) and by the introduction of two regulatory bills, H. R. 3849 and H. R. 3850, and by similar bills in some of the state legislatures. In his continuation of Mr. Buttrick's discussion, Mr. Goodman analyzes the philosophy underlying legislation and administrative procedure in public regulation of silvicultural practices.
