Abstract This address, delivered at a meeting of the Northern Rocky Mountain Section, Society of American Foresters, at Missoula, Mont., December 7, 1945, stresses the author's belief that forest management cannot be achieved by fiat, and that such public control as may prove necessary should be exercised by the states rather than by the federal government.
