In the 1990s, a two-tier system of science management including federal and regional levels was formed in Russia. In condition of the political and economic crisis, the structures and mechanisms for interaction between federal and regional authorities in the field of scientific and technological development were established, the powers of the federal and regional authorities were delineated, and the regulatory framework of a single state and regional science and technology policy was developed. The Ministry of Science and Technology of the Russian Federation played the central coordinating role. In this article, the author considers forms of interaction between federal and regional levels of science management. The author explores archival sources, regulations, and publications of the 1990s. Interaction with the subjects of the Russian Federation was carried out in forms of direct work with the heads of the subject of Federation, bilateral cooperation agreements, information and advisory assistance, joint normative activities, joint development and implementation of federal and regional targeted action programs. The interregional economic associations became an important element of the mechanism of interaction between the subjects of Federation. Being intermediate between the federal and regional levels, associations allowed the subjects of Federation to develop a coordinated policy of interaction with the federal center. The associations became a platform for developing programs of activities to preserve and develop the scientific potential of their regions.
