This study analyzes the opportunities and challenges of Virgin Coconut Oil (VCO) production by MSMEs in Sapat Subdistrict, Indragiri Hilir Regency, Riau, as part of creative economy development based on local resources. Using a descriptive qualitative method with interviews, observations, and document analysis, the findings show that abundant raw materials and increasing consumer demand for organic products create strong potential for VCO development. However, MSMEs face obstacles such as limited technology, capital, and managerial as well as marketing capacity. Structured interventions from government and stakeholders are therefore essential to support an inclusive and sustainable entrepreneurial ecosystem.
