Purpose. The article addresses the current issue of training specialists in strategic planning in the field of population and territory protection. Personnel reserve reproduction in the field of strategic planning is one of the most in-demand and responsible strategic tasks of public administration. A systematic approach is used to solve this problem, on the basis of which a comprehensive organizational model for training qualified executive personnel in the area of EMERCOM of Russia competence is developed. To achieve the goal, a conceptual analysis of regulatory legal framework for strategic planning as a mechanism of public administration is developed. Based on the results of this analysis and taking into account a systematic approach, a generalized organizational model for the process of training highly qualified management personnel in the scientific specialty 2.3.4. “Management in Organizational Systems” is proposed and scientifically substantiated. Moreover, recommendations are given for adapting the proposed model of the educational system to the field of protecting population and territories from emergencies. Methods. For the purposes of the research, methods of system analysis and conceptual, structural modeling were applied. Findings. A generalized organizational model for training management personnel in strategic planning has been developed, based on a systematic approach that takes into account an understanding of contemporary challenges and threats. Research application field. The proposed model can be applied as a scientific basis for the reproduction of management personnel reserve for EMERCOM of Russian in the field of population and territory protection from emergencies. Conclusions. A logically coherent, generalized organizational model of an educational system for training management personnel in the field of protecting population and territories from emergencies has been proposed and scientifically substantiated.
