The relevance of the study is determined by the need to improve personnel policy in the municipal governance system of the Russian Federation in the context of modern challenges and the transformation of public administration. The purpose of the article is to develop a comprehensive methodology for forming an effective personnel policy at the municipal level based on a comparative analysis of international experience and Russian practice. The methodological basis of the research includes a systems approach, comparative analysis, statistical methods, as well as document analysis and analysis of the regulatory framework. The study identifies key trends in the development of the personnel potential of municipalities, analyzes international best practices in personnel management within local government systems, and develops a comprehensive personnel policy model adapted to Russian conditions. The scientific novelty lies in the integration of strategic, project-based, and digital approaches to human resource management at the municipal level. The practical significance of the research consists in the development of specific mechanisms and tools for enhancing the effectiveness of personnel work, which can be implemented in the practice of municipalities. The conclusions of the study indicate the necessity for a systemic modernization of personnel policy, taking into account international experience and Russian specifics.
