This paper presents a novel covariant non-linear field theory that explains galactic-scale gravitational anomalies through the saturation of an informational vacuum field. By introducing a logarithmic self-interaction potential, the theory naturally derives the Baryonic Tully-Fisher Relation (BTFR) and flat rotation curves without the need for dark matter. The work includes numerical validation for galaxies NGC 2403, F568-1, and NGC 5055, and provides a rigid falsifiability test: a predicted 35 kpc gravitational lag in high-velocity cluster mergers. This framework links Planck-scale holographic bounds with astrophysical observations, offering a unified explanation for dark matter phenomenology.
