This report provides a formal clarification of the VEROK architecture, addressing common misunderstandings when interpreting Non-Agentic governance in Agentic AI systems. VEROK does not negate Agentic AI behavior at the execution layer. Instead, it introduces a strictly non-agentic observational and stabilization framework that enables Agentic systems to be governed without introducing recursive authority, semantic judgment, or decision-making agents. This document explains how Template Layers (TL), Detection Layers (DL), and VEROK JSON configurations function as architectural invariants and deployment constraints—rather than rules, policies, or alignment mechanisms. The purpose of this report is to guide correct interpretation of VEROK’s design principles, inference-time trajectory regulation, and JSON-based architectural constraints. This document is an explanatory report and does not replace the formal VEROK 06 ARCH system specification.
