PRISM-5 is a system-dynamics–based governance framework for large-scale infrastructure and energy assets operating under uncertainty and change. The framework integrates demand, service, asset fitness, financial envelopes, and change-induced value at stake (ChVAS) into a unified decision architecture. The paper formalizes envelope-based value logic across lifecycle phases (planning, delivery, and operations), introduces ChVAS as a time-accumulating exposure metric, and embeds decision thresholds directly into governance workflows. A 10 GW solar portfolio case study is used to illustrate baseline and change scenarios, decision band escalation, and governance automation using system dynamics, 3D envelope visualization, and dashboard-based decision support. PRISM-5 is intended for use by project sponsors, asset owners, regulators, and infrastructure governance professionals seeking transparent, auditable, and time-aware decision systems.
