This White Paper presents a consolidated structural synthesis of the Structural Time Flow Theory (TFT). The document does not introduce phenomenological models nor perform empirical fitting to observational data. Its objective is to formalize conceptual, causal, and dynamical constraints that emerge when time is treated as a physical global structure in relativistic cosmology. TFT is presented as an eliminative, pre-phenomenological scientific program. Its purpose is to identify which classes of cosmological behavior are structurally admissible under relativistic causality, global hyperbolicity, and dynamical stability, independently of microphysical assumptions or adjustable parameters. The document integrates and systematizes results previously distributed across multiple technical articles, addressing topics such as weak temporal non-locality, causal saturation of structure growth, the emergence of a universal acceleration scale, and cosmological acceleration without the introduction of dark energy as a fundamental component. This work corresponds to the English-language version of a previously published Portuguese White Paper presenting the same theoretical framework.
