We present the Unified Emergent Dynamics (UED) framework, an effective field theory where dark energy and dark matter emerge from a common viscous, information-carrying medium called the Informational Dark Fluid (IDF). UED resolves the Hubble and S8 tensions through scrambling-limited viscosity and vorticity-driven dynamics, predicts logarithmic gravitational wave echoes with Golden Ratio damping, and provides a unified mechanism for dark sector phenomena without new particles. The theory is structured in two tiers: Minimal UED (5 parameters) offers a conservative extension of General Relativity, while Extended UED (7 parameters) includes additional structure like nonlocal memory effects. We show mathematical consistency (hyperbolicity, causality, stability), provide global parameter constraints from cosmological, galactic, and gravitational wave data, and present a detailed falsifiability table with specific observational tests for DESI, Euclid, LISA, and next-generation surveys. UED explicitly delimits its domain of validity—applying robustly to isolated galaxies while acknowledging limitations for merging clusters—and represents a testable alternative to ΛCDM that will face decisive constraints within the next decade.
