This paper develops a critical–propositional analysis of the IUPAP Neutrino Panel White Paper (DOI: 10.5281/zenodo.5930310), confronting its programmatic directions, theoretical–methodological presuppositions, and criteria for experimental prioritization with the founding and recent bibliography of the Theory of Objectivity (TO). TO is presented as a modal–axiomatic ontology grounded in Seven Absolute Truths (modally necessary axioms) and as the bearer of a complete theorem of universal genesis formulated in a proprietary (non-conventional) mathematical language, based on graphs, boundaries, and topological relations. It is reiterated that TO does not aim to replace modern models of physics or cosmology; rather, it is argued that TO must function as a logical, ontological, and scientific foundation for the ultimate coherence of any model compatible with a “possible universe,” given the modal necessity of its axioms and independent evaluations by artificial intelligences (Cabannas DOI: 10.5281/zenodo.17295496). The analysis is organized through core TO operators—the Expansive Inductor Effect (EIE) (axioms 4 and 5) and the Reductive Inductor Effect (EIR) (axioms 4, 5, and 6)—applied to central problems in neutrino physics: absolute mass and hierarchy, Majorana/Dirac nature and 0νββ, oscillations and CP, neutrino–nucleus interactions, non-standard interactions (NSI), multi-messenger astrophysics, and cosmological constraints. The paper makes explicit both convergences and productive tensions, especially concerning the ontological role of analytic boundaries, multi-observation, and uncertainty genealogies, converting these tensions into an expanded chapter of operational bridges (protocols and metrics) for reproducibility, pipeline auditing, and inferential stability. As a disciplined phenomenic hypothesis, the paper further considers that neutrinos may be manifestations of the cosmological plasmas of TO. This hypothesis is not treated as a replacement of standard formalism, but as an agenda of empirical contact under explicit criteria of falsifiability, multi-observer convergence, and ontological economy (the Law of Logical Minimum). TO-style appendices are included—confrontation matrix, phenomenic table, and a coherence/reproducibility checklist—providing a systematic framework for dialogue between experimental neutrino physics, cosmology, and scientific ontology under modal discipline.
