We extend the "Omega Framework" Frisina, Zenodo 2026 to address the hierarchy of forces and the stability of N-body systems. We propose that the Bulk is not static but possesses a non-zero vorticity flux. This generates a Bulk Gravitomagnetic Field that permeates the brane. Macroscopically, this field induces a Lorentz-like force on fast-moving objects (v x B), providing the confining "elastic" potential required to stabilize galactic rotation curves without local Dark Matter, while remaining negligible at solar system scales. Microscopically, we interpret the Fine Structure Constant alpha not as an arbitrary parameter, but as the Topological Impedance of the Einstein-Rosen conduit. By modeling the conduit as a twisted fiber bundle, we derive alpha from the Chern-Simons invariant of the geometry. We further resolve the Muon g-2 anomaly and the Proton Radius puzzle as differential interactions with the bulk gradient, scaling with particle mass (Kaluza-Klein penetration depth).
