The purpose of this study is to determine the role of forest park greenbelts in supporting the overall development of cities and approaches to addressing environmental and economic interests in this process. The subject of the study is federal and regional environmental legislation, the practice of creating forest park greenbelts, and related scientific literature. The concept of a modern city presupposes the creation of conditions conducive to its development. The territories surrounding cities are traditionally considered in terms of improving the quality of the urban environment, including from the perspective of realizing everyone's right to a favorable environment. At the same time, due to significant anthropogenic and technogenic impacts, the urban environment often requires special protection. The study utilized a systems approach, as well as methods of data analysis, synthesis, and comparison. The legal framework for these territories is examined, identifying a range of economic activities prohibited and permitted within forest park greenbelts. Conclusions are drawn regarding the need to consider the conditions of specific locations where forest park greenbelts are created in legal regulation, as well as the status and development of environmental legislation in the constituent entities of the Russian Federation in this area. It has been established that at the regional level, the powers of state authorities to create forest park green belts are specified, but legal norms defining the specific legal regime for specific forest park green belts are largely absent. To ensure the active development of regional legislation in this area, a separate clarification is required in the Federal Law "On Environmental Protection" regarding the possible variability of the conditions for carrying out activities in these areas. These clarifications should be provided for in regional environmental legislation based on the specific needs of a modern city.
