This paper proposes the Relational-Causal Scale (RCS), which reframes civilizational classification from thermodynamics to topology. The limiting resource is not fuel but causal reach: the capacity to act within causally connected regions before those regions undergo Effective Deterministic Closure (EDC). The RCS measures a civilization's capacity to manipulate the depth and reach of its own constraint layers. Seven tiers are proposed, differentiated by latency rather than watts. Type 3-5 civilizations represent locally stable EDCs operating within relativistic constraints. Type 6 attempts trans-causal reach through topological surgery on the constraint layers themselves — bypassing rather than violating the speed of light through wormhole topology or equivalent mechanisms. Type 7 is treated as a conceptual limit analogous to absolute zero: directionally useful, likely unachievable. The paper argues that Type 6 is inherently unstable — a phase transition rather than a stable tier — because trans-causal topology eliminates the buffer zones that allow discrete civilizational identity to persist. The infinite attack vector problem forces a choice between merger toward Type 7 or annihilation, with a narrow intervention window consistent with EDC dynamics from the Causal Hourglass framework. A nested dark forest extension proposes that silence incentives differ systematically by tier, culminating in absolute enforced silence at Type 6 where detection equals instant death with zero warning.
