The rapid digital transformation of global education necessitates a curriculum framework that acknowledges the unique challenges faced by 21st-century learners in Angola, particularly those from underserved communities. The development of the curriculum framework is based on a synthesis of existing educational theories, empirical research from similar contexts, and consultations with key stakeholders including educators, policymakers, and community leaders. This theoretical framework provides a foundational structure for educators and policymakers in Angola to develop curricula that are inclusive and responsive to contemporary educational needs. Recommendations include piloting the curriculum in selected schools, conducting formative assessments to refine it based on learner feedback, and engaging with international partners to share best practices.
