We propose that black hole entropy, distributed as aninformation field with density ρIF (r) = ρ₀/r², providesan alternative to particle dark matter. This field naturallyproduces flat galactic rotation curves and derives theBaryonic Tully-Fisher Relation (BTFR) v⁴ = a₀·G·M fromfirst principles using the Bekenstein-Hawking entropy. We test the model on 5 galaxies with 5. 9% mean error. The model predicts a redshift-dependent accelerationconstant a₀ (z) ∝ H (z), testable by upcoming surveys.
