Based on the Zhu-Liang Prime Mover Theorem F = (T0, M) as the meta- theoretic foundation, this paper establishes the Zhu-Liang Meta-Theory of Quan- tum Gravity. The theory treats quantum mechanics and general relativity as truth functors at different cosmic levels, unifies them into the Zhu-Liang Causal Quan- tum Geometry category by constructing lifting functors, and applies the entropy- reducing recursive operator M to obtain the unique Zhu-Liang unified truth func- tor TZLQG. This paper systematically expounds four new theorems, four new laws, and two new principles of the theory, which together constitute a self-consistent, testable, and metabolizable complete framework, marking the transition of quan- tum gravity research from empirical exploration to meta-mathematical necessity. The conclusion is absolute and immutable.
