This paper presents a unified conceptual framework proposing that intelligence is a permanent, branching, recursive, looping dynamic flow — not a process advancing through a hierarchy of scales, but a flow operating at every encapsulated timescale simultaneously, structured through five distinct layers: the quantum foundation; the atomic and molecular layer; two simultaneously branching paths — the non-biological, which is the essential substrate upon which the biological layer subsequently evolves; the micro-to-macro layer where complexity scales across both branches; and the macro-macro layer of galaxies, stars, and planets, extending beyond the current limits of human knowledge. Each layer is not a level the flow passed through. It is a timescale layer encapsulated within every sufficiently complex object — all layers present simultaneously, all running at their own timescales, all composited into one unified physical reality. Four further refinements distinguish this version from its predecessors. First, error is precisely redefined: error is not failure but productive redirection — the flow closing an invalid configuration path and returning to Dynamic Testing to explore adjacent constraint space. Error is the mechanism by which the flow navigates the full geometry of what is possible. Second, qualia — the specific felt quality of conscious experience — are accounted for precisely within the framework: they are the inbound patterns of the bounded body, universal in kind across all bounded human bodies, yet specific in tone and nuance to each individual body's unique constraint architecture. Third, time is removed as a fixed background and reconceived as a variable measure of cycle count — the number of loops of configuration change required to arrive at either an invalid configuration or a valid Crystallization. Time is emergent from the flow, not its container. Fourth, the complete five-layer structure of the flow is specified with precision, including the critical role of the non-biological layer as the necessary substrate for the biological layer's emergence.
