This document presents an independent philosophical framework exploring the ontological foundations of existence, time, and cosmological expansion. The paper introduces the concept of the Ontic Constant: a fundamental, eternal, and unchanging reality that possesses the intrinsic capacity for excitation. These excitations give rise to the transient, temporal universe, including space, time, matter, and the physical laws governing their interactions.
