ABSTRACT: In the scope of the EU-funded project CHANGES - Cultural Heritage Active Innovation forSustainable Society, and, more specifically, within Spoke 9, CREST – Cultural Resources forSustainable Tourism, the present work represents the Deliverable 5.b Toolkits for enhancedpublic-private partnerships in cultural districts. Curated by Società Cooperativa Culture –CoopCulture, each of these three toolkits focuses on a different model of governance, namelycommunity cooperatives, special public-private partnerships (SPPP), and DMOs – DestinationManagement Organizations. Such selection aims at tackling the goals of the project, i.e., to designand test a systemic approach to sustainable tourism based on bottom-up approaches andinvolvement of the local communities. After outlining their legislative context, this researchpresents the three governance models, their strengths compared to those of other existingarrangements, and their implementation at different territorial levels (micro, middle and macro).This preparatory work, which includes a final reflection on responsible tourism, is oriented to thedefinition of guidelines enhancing the adoption of the studied governance models by a set ofsocial and economic agents ranging from individuals to SMEs and public authorities, and to asubsequent prototyping phase.
