Higher education continues to evolve and change to meet the needs of our communities and our current students, and to respond to the cultural and societal pressures that mark the 21st century. The integration of international students and faculty in higher education can support the growing interconnectedness of the world in which our students will be living and working. Higher education needs to cultivate environments that can both continue to foster intellectual growth and provide greater cross-cultural understanding. Higher education leadership must recognize the importance of finding ways to grow the number and diversity of international students and faculty in order to meet the needs of our students. As higher education continues to evolve, the intentional inclusion of international perspectives has emerged as a pivotal force in shaping leadership within academic institutions (Bhandari 2016). This chapter delves into the transformative potential of embracing global diversity, offering insights derived from the experiences of Athens State University, a regional public institution in the heart of Alabama, USA. Athens State University's commitment to providing accessible education in a regional context is a compelling case study in navigating the opportunities and challenges of incorporating international students and faculty and providing ways for leadership to support these initiatives. Athens State has become a microcosm reflecting the broader shift toward fostering a globalized mindset within regional public universities by actively seeking to diversify its academic community (Goudreau 2019) and this is part of the overall strategic growth of the institution. This introductory section lays the foundation for our exploration by highlighting the significance of international perspectives in the context of higher education leadership. It sets the stage for a comprehensive examination of how Athens State University has embarked on a journey to enrich its student body, faculty, and staff through intentional global engagement. By focusing on Athens State University's experiences, this chapter seeks to contribute valuable perspectives to the ongoing discourse on the role of internationalization in shaping the leadership dynamics of regional public universities (Henderson 2019). As we navigate the subsequent sections, we will uncover the multifaceted impacts of international perspectives on leadership, shedding light on the intricacies and rewards of this intentional pursuit of global engagement. The inclusion of international students and faculty at any institution can enrich the culture and can create opportunities for new and fresh perspectives in academic discourse. By bringing in faculty and students with diverse experiences, backgrounds, and perspectives, assumptions can be questioned, and students can learn to see things in new ways. We know that when students graduate from our programs, they will go into a workforce in which they must navigate the complexities of an increasingly interconnected world and collaborative dialogue among individuals from around the world is imperative. In today's rapidly changing world of higher education, embracing international perspectives to foster transformative leadership has become increasingly important (Jones 2019). This section focuses on regional public universities in Alabama and how they can benefit from international perspectives. Specifically, we will examine Athens State University as an example of a university that has embraced this change in basic assumptions. Alabama is a state with a rich cultural heritage and historical significance and recently, there has been a growing interest in creating a more globally-aware educational environment that will support students as they graduate and go into the workplace (Morphew and Hartley 2018). Athens State University recognizes the value of diversity in shaping its students' educational journey (Teferra 2013). Internationalization is crucial for regional public universities as it can bring economic and cultural vibrancy to a state (Huang and Wang 2019). Regional universities can serve as hubs of innovation and cultural exchange by attracting diverse students and faculty and providing access to a wide range of students. The infusion of international perspectives enriches research, teaching methodologies, and collaborative initiatives, fostering an environment where innovative ideas can flourish and contribute to the region's development. Regional public universities should embrace international perspectives to enrich educational experiences, contribute to the local economy, and prepare graduates for a globalized workforce (Jones 2019). Athens State University's journey in embracing these perspectives serves as an insightful case study, demonstrating how intentional global engagement can redefine the role of regional public institutions in shaping the leaders of tomorrow. However, along with the promise that diversity and inclusion can bring there are challenges that must be addressed. Incorporating international perspectives into regional public universities like Athens State can be challenging due to the complex interplay between the university's initiatives and the local community's cultural context (Mabry and Farley, 2017). Cultural nuances, language differences and barriers, and differing educational systems all can be obstacles to effective and clear communication. While institutions can work to harness the benefits of a more global faculty and student body, they must also find ways to create inclusive spaces that can help support the necessary meaningful cross-cultural exchange—and the change that will come with this type of added perspective. The level of acceptance or resistance within the community can dramatically affect the success and sustainability of such international initiatives. Specific communities may be receptive to incorporating international perspectives to expand their cultural knowledge. Engaging with local leaders, community organizations, and influential figures can create a collaborative atmosphere that fosters acceptance and support. Ensuring that the university engages in sufficient communication will prepare the university community prior to a new international initiative. The university community needs to be welcoming to international students and faculty, and there are ways to better prepare the university and the surrounding community. For example, finding places within the town or city that might provide community support can help to make an international faculty member or student feel connected. Finding stores that can provide food preferences and identifying places to worship can make an enormous difference in feeling welcome. Bridging communication differences and gaps and promoting mutual understanding is also essential to creating programs that facilitate cultural exchange, provide sensitivity training for students and community members, and establish mentorship initiatives (Mabry et al. 2017). Integrating international perspectives into regional public universities like Athens State requires a nuanced understanding of local sentiments, proactive communication strategies, and efforts to build bridges between the university and the community (Kim 2008). An international student office can assist students with visa applications, extensions, and compliance with regulations. However, even with such an office, given the dynamic nature of immigration policies, university staff must remain adaptable and vigilant. To mitigate visa restrictions, universities can adopt a multipronged approach. This approach includes building solid partnerships with immigration authorities, staying up to date with policy changes, and providing comprehensive support to students throughout the visa application process (Bhagat and Krishnan 2017). Additionally, universities can establish advocacy programs to address systemic issues related to visa restrictions. Engaging with policymakers to create a more supportive environment for international students is necessary. Hiring and providing ongoing professional development for the staff in an International Student Office and in human resources is essential. For faculty, there also is often a need for family members to be a part of the move and this can also provide additional layers of challenge. Having staff who understand the process and can help provide support along the way will make for a smoother and more welcoming process. Recognizing Faculty Qualifications. Recognizing and ensuring the appropriate equivalency of academic qualifications across international borders and be difficult, time consuming, and expensive. Faculty transcripts may come in a language other than English and a translation of those transcripts must be done. There are third-party companies who do this, but there is a cost associated with the process and the overall process does take time. An institution will have to determine how those costs will be covered and how to incorporate the process into the hiring timeline. At the beginning of a search for a faculty position, the search committee needs to understand that there are immigration and federal concerns when hiring an international faculty member who will need visa and immigration support as this will impact the timeline for hiring and may impact how the search progresses in terms of finalist interviews that might be on campus. Collaborating with human resources to know the type of visa that will be needed will help mitigate potential delays in the hiring process and the onboarding work. Financial Constraints. Recognizing the financial considerations for bringing in international faculty and students is important to the overall success of a diverse and inclusive international program. For faculty, an institution will need to recognize that relocation expenses can easily double or triple what might be paid for a domestic new hire. Depending on the surrounding area, international faculty may not be able to buy a residence and may need to rent which may impact their salary needs. For international students, there are also important financial considerations. International students will, most likely, be paying out-of-state tuition and may not qualify for state or federally funded financial aid or grants. This potentially limited access to scholarships and other financial aid will certainly exacerbate financial needs. International students may come as individual students, but some may come as part of a planned program with another sponsoring country or community. In these cases, there may be additional reporting needs to demonstrate student progress toward their planned degree. In most cases, any new course or modification to a degree plan must receive additional approval by the sponsoring country or organization. This additional reporting may require the hiring of additional staff members to support the increase in communication about the student degree plan and overall academic journey. Related to this is the increased reporting that will have to be done for any visa or immigration needs. If there are significant language barriers, there may need to be language assistance programs and some types of cultural acclimatization initiatives. Orientation programs and other social support programs will add cost to an international student program but can be well worth the added expense (Shu et al. 2020). While there are benefits to fostering the internationalization of higher education, the obstacles that exist are real. However, institutions can find ways to develop comprehensive and intentional strategies to overcome these difficulties to create a learning environment that can reflect the interconnected nature of the global academic landscape and the increasingly global workforce. Athens State University has implemented several initiatives to address the challenges associated with internationalization, demonstrating effective strategies to foster a globally inclusive environment (Nance and Smith 2015). While these strategies have worked for Athens State, the changing international and political environment requires regular assessment and updating for these initiatives to stay relevant and to ensure that they are supporting international students, faculty, and the entire institution. Comprehensive Support Services. Athens State has developed comprehensive support services for all students through a series of offices and programs that include the Center for Student Success, International Student Affairs, and Title III programs for domestic and international students. The support includes staff who are well-versed in immigration policies, ensuring that international students receive personalized guidance throughout the visa application process, orientation, and overall academic journey. These staff work to address student concerns and provide ongoing support. As part of this support, staff in these areas work closely with faculty to help educate new faculty about the resources that are available and the potential cultural differences that might impact classroom behavior. For example, international students may show different behavioral characteristics in the classroom such as not speaking up or asking questions in class. Learner engagement in the classroom is essential for high-quality and rigorous learning, but for students who are not fully comfortable speaking in English, that engagement may be hindered (Aubrey et al. 2020). Navigating visa restrictions and staffing the international student office is crucial in creating a supportive environment for global diversity within regional public universities. To successfully overcome these challenges and provide international students with the resources needed to thrive academically and culturally, universities like Athens State have employed strategic approaches such as staying abreast of policy changes, fostering a skilled and culturally competent staff, and embracing technological advancements (Munck and Sander 2017). Along with continuing to support existing programs that support international faculty and students, Athens State University is planning to provide additional support and infrastructure to ensure that international perspectives continue to impact student engagement and result in the highest quality learning environment and faculty/student scholarship. Additional strategic initiatives can be considered to enhance further the effectiveness of addressing challenges associated with internationalization at Athens State University (Nance and Smith 2015).
