Complex systems drift upstream from recoverable coherence to irrecoverable collapse without a universal, non-negotiable signal. This paper presents SCFL as a sovereign-legible recoverability invariant and UCMS as its ethical, hard-constrained stratum for AI/ML systems. Building on prior frameworks in measurement dynamics, coherence-bifurcation, and bounded-state coherence-preserving dynamics, these Tier-0 utilities operationalize the Irreversibility Boundary as a saddle-node fold, with forward-invariant rupture and critical slowing down signatures. Retrospective validation across three documented regime crossings (Lehman 2008, Texas Grid 2021, Amazon ecological proxies) confirms early-warning capacity upstream of conventional consensus. UCMS enforces ethical coherence structurally in autonomous systems via a hard constraint on the recoverability scalar. This is infrastructure: the precondition for trusting any measurement.
