The rapid digitisation of government services through Digital Public Infrastructure (DPI) has fundamentally transformed citizen–state interactions across the developing world. India’s DPI ecosystem—comprising Aadhaar (serving over 1.3 billion enrolled residents), the Unified Payments Interface (UPI, processing more than 10 billion transactions monthly), and DigiLocker—represents one of the most ambitious population-scale digital governance experiments in history. However, this unprecedented scale of digital inclusion simultaneously introduces systemic cybersecurity vulnerabilities with far-reaching socio-economic and political ramifications. This paper presents a comprehensive analysis of the cyber resilience landscape of Digital Public Infrastructure in developing nations, with India as the primary case study. Drawing upon an extensive review of recent cybersecurity incident data (2022–2025), regulatory frameworks, and international best practices, the study identifies critical threat vectors including Advanced Persistent Threats (APTs), synthetic identity fraud, ransomware-as-a-service, supply chain vulnerabilities, and AI-powered social engineering. The paper evaluates India’s existing cybersecurity governance architecture—including CERT-In, NCIIPC, the National Cyber Security Reference Framework (NCRF 2024), and the Digital Personal Data Protection Act, 2023—and identifies structural gaps in interoperability, incident response coordination, workforce capacity, and post-quantum readiness. A novel Cyber Resilience Maturity Model (CRMM) specifically designed for DPI ecosystems in developing nations is proposed, integrating five dimensions: governance and policy alignment, technical defence-in-depth, operational continuity, citizen trust preservation, and adaptive intelligence. The paper concludes with a strategic roadmap encompassing short-term (0–12 months), medium-term (1–3 years), and long-term (3–5 years) interventions, offering actionable recommendations for policymakers, technologists, and international development agencies seeking to build resilient digital governance infrastructure.
