The development of information technologies and electronic media has led to a change in the concept of public participation and involvement of citizens in the decision-making process. This is especially true when it comes to one of the most important processes of public administration – lawmaking, where citizens and other stakeholders are given the opportunity to influence and shape the political agenda. In Russia, the level of participation and involvement of the population remains insufficient.
