This document is a contractor generated report that documents the condition assessments of archaeological sites in Zones 3a, 3b, 6a, and 6b during Fiscal Year 2018 (FY18). The 30th Civil Engineer Squadron (30 CES) at Vandenberg Air Force Base (AFB) established a program to monitor the condition of cultural sites as part of their federal agency responsible under Section 110 of the National Historic Preservation Act (NHPA) of 1966. Section 110 directs federal agencies to assume the responsibility for preservation of historic properties under their jurisdiction. In meeting these requirements, Vandenberg AFB developed a program to manage all sites in their jurisdiction. The entire base property is divided into 10 zones and each zone is further sub-divided into subzones “a” and “b”. Since Fiscal Year 2002, sites at each zone continue to be examined to monitor the rate of change in condition and help identify management needs at each site. In FY09, the base and Applied Earthworks developed an accurate and quantifiable method for evaluating site conditions while integrating the site assessment condition scale (Lebow and Mirro 2009). Applied Earthworks developed a system that works with a Global Positioning System (GPS) and a data dictionary to record and calculate numeric values that represent the condition of a site (Lebow and Mirro 2009). This system is a tool to help map the rate of impacts and provide accurate mapping of impacts for future management of sites. This report documents the FY18 condition assessments of sites in Zones 3a, 3b, 6a, and 6b using the systems previously setup by Applied EarthWorks. This report specifically examines project impacts and/or avoidance strategies for two hundred and seventy-five archaeological sites.
