This technical note describes Phases 8. 0 and 8. 1 of the APR-Lite governance platform, constituting the first cross-tenant governance layer. Phase 8. 0 introduces global scope: a globalconfig singleton governing global ceilings and global freeze state, a governance officer registry (governanceₒfficers and governanceₒfficerₐctions tables), registry-backed approver validation replacing string-based TEXT validation, and global freeze as the highest-precedence freeze state (above tenant, coalition, session, and learning freeze). Phase 8. 1 extends global scope with global overlay columns on globalconfig, a full overlay precedence chain (globalₒverlay > globalceiling > tenantceiling > coalition > session > agent), and global learning proposals requiring GLOBALOFFICER identity for both proposer and approver. The implementation is validated against a 35-test smoke suite. The full governance precedence chain is now: globalₒverlay > globalceiling > tenantconfig > contractₒverlay > coalition > session > agent.
